I now know that:
addFilter( new BlurFilter( 2, 2, 1 ) );
makes a new blur filter on the emitter, but I couldn't find a way of changing the blurX and blurY values dynamically.
Could someone tell me how this would be done?

var filter:BlurFilter = new BlurFilter( 2, 2, 1 );
renderer.addFilter( filter );
filter.blurX = 5;
filter.blurY = 1;
