Think of the firework example.
Now imagine you'd want the same result, but instead of all particles launching at the same time, you'd want them to vary somewhat when they spawn, so they don't all spawn at the same time.
But still maintain the "one-shot" effect of the blast.
What I want to use this for is like a small explosion. -

Try a TimePeriod counter with a small period.
