I'd like to make an effect that is similar to moths hovering around a light. The moths need to stay alive, so we can't generate and eliminate them.

We need to have a lot of particles on screen, probably 40+ lanterns, each with up to 40 particles around them
An acceptable approximation would be an elastic bounding box.
The particles will be on screen for a long time, so a gravity well that they would get sucked into would be a problem.]]>

How about a gravity well at the centre of a collision zone, perhaps with a disc zone, so they are attracted towards the gravity well but bounce off the collision zone before they fall into the well.
